If the IRS refunded a payment you made with a Streamlined Foreign Offshore Procedures submission, it usually means the payment was processed before the paper-filed returns were assessed.

We recently saw this happen with a client. The streamlined returns were paper-filed, the tax was paid online with interest, and about two months later the IRS mailed refund checks back for each tax year.

Each check included the tax paid for that year, plus a small amount of interest.

This does not necessarily mean the streamlined filing was rejected. In many cases, it is simply a timing issue between when the IRS processes the payment and when the returns are posted to the account.

Why Did the IRS Refund the Streamlined Filing Payment?

This usually happens because the IRS processes payments much faster than paper-filed streamlined returns.

The timeline often looks something like this:

  1. The IRS receives the payment
  2. The payment posts to the account
  3. The streamlined returns are still waiting to be processed
  4. No tax has been assessed yet
  5. The IRS system treats the payment as an overpayment
  6. Refund checks are automatically issued

In other words, the IRS received the money, but there was nothing on the account yet for the payment to apply to.

Does This Mean the Streamlined Filing Was Rejected?

Usually, no.

A refund in this situation does not necessarily mean the Streamlined Foreign Offshore Procedures submission failed or that anything was wrong with the returns.

It generally means the payment and the returns did not line up in processing timing.

The IRS processed the money before it processed the paper returns.

Should You Cash the IRS Refund Checks?

Generally, I would not recommend cashing the checks.

If the payments are refunded before the streamlined returns are processed, the IRS may still treat the tax as unpaid until everything posts correctly to the account.

That can create additional interest, IRS notices, and unnecessary confusion later on.

Instead, in this case, we defaulted to IRS Tax Topic 161, which explains how to return an erroneous refund.

What To Do With IRS Refund Checks After a Streamlined Filing

If the IRS refunds a payment made as part of a streamlined filing, you generally want to return the checks rather than cash them.

The basic steps are:

  • Write “VOID” clearly in the endorsement area on the back of each check
  • Prepare a short explanatory letter
  • Mail the voided checks and the letter back to the IRS

Important: you do not need to complete Form 3911 itself. You are only using that page to locate the correct IRS address.

Final Takeaway

If the IRS refunded your payment after a streamlined filing, do not assume the filing failed.

But also do not assume everything is resolved just because the money came back.

In many cases, the underlying returns still have not been processed, which means the tax may not have been properly applied yet.

This is one of those IRS processing issues that is confusing if you have not seen it before. The key is to understand what happened, return the refund checks properly, and make sure the payments are eventually applied to the correct tax years.
